No. The skill explicitly rejects that inference. Paid expansion also requires creator or contract evidence.
What happens when a channel record is missing?
The query should return Unknown; this skill does not decide that a missing record is an ECHO failure.
Who can change canonical channel state?
Only a host-capability channel-registry principal can accept, reject, upsert, or transition state; other social skills submit proposals.
